André Luiz Freire


Experience Summary

Postdoctorate in Democracy and Human Rights by the Institute Ius Gentium Conimbrigae of the University of Coimbra, master and doctor in Administrative Law by PUC/SP, LL.M. and SJD candidate in Philosophy of Law from the University of Virginia, André has an extensive experience in the infrastructure industry. His specialties are: concessions, PMIs, biddings, administrative processes, sectoral studies and legal opinions.
André advises construction companies, infrastructure investment funds and utilities, transportation, logistics, heavy industry and investment funds in processes of economic and financial rebalancing, contractual extension and contractual termination; infrastructure concessions of public works and services, especially in processes of expression of interest; provides consulting in public bids in various aspects, such as the elaboration of challenges and resources, organization and analysis of documents, among others; elaborates defenses and administrative resources in general - including acting before the Courts of Accounts -, letters and requests.
He is a member of the National Commission of Constitutional Studies of the Federal Council of the Brazilian Bar Association (OAB), of the Paulista Institute of Administrative Law (IDAP), and of the Brazilian Institute of Legal Studies of Infrastructure (IBEJI); as well as professor of the Department of General Theory of Law of the School of Law of PUC/SP.
