After obtaining his Bachelor of Laws degree from Pontifícia Universidade Católica de São Paulo (PUC-SP) in 2003, Fabio Celli took specialization degrees in tax law also from PUC-SP in 2006 and in economic law and regulation from Fundação Getúlio Vargas (FGV-SP) in 2008. Mr. Celli is a member of Instituto de Direito Privado (IDP), a private law institute, and Instituto Brasileiro de Direito da Construção (IBDIC), the Brazilian construction law institute. His major clients include the public utility Move São Paulo, Contour Global, Ametek and Rockwell in infrastructure, and Fibria Celulose, Visteon, Avon, Biomet, Harley-Davidson and FGC in contracts.
Leading players in the Brazilian market regularly seek for Mr. Celli's legal advice. The core of his practice is civil and administrative law (contract termination, opinions on competitive biddings, administrative level defenses against qualification/disqualification in competitive biddings, etc.), while he also dedicates himself to preparing, reviewing and negotiating complex commercial contracts (EPC contracts, consortium biddings, alliance contract, equipment and service supply in infrastructure areas, such as railroad, roads and energy sectors, etc.)
In 2009, Mr. Celli worked at the Madrid office of Uría Menéndez, one of the most notable law firms in Europe, advising European clients and with presence in Brazil. In 2012, he worked in Madrid and Pamplona (Spain), as a secondee at Acciona Windpower, one of the most important players of the wind power industry, advising on Brazilian Contract Law and on the drafting and negotiation of complex contracts in infrastructure area.
