Specialized in regulatory matters in the electric power industry, both in the Free Market (ACL) and Regulated Market (ACR) and in the Short-Term Market (MCP). He has wide experience in Power Purchase Agreements and judicial litigation and arbitration involving Generators, Traders, Distributors, Transmitters, Free Consumers, the Regulatory Agency, and the Contract-Letting Agency.

Bachelor of Law from Universidade Santa Cecília (UNISANTA) in 2003 and Postgraduate in Civil Procedure and Constitutional Procedure from Universidade Católica de Santos (UNISANTOS), with Specialization in Electric Power Business Management (FGV- SP). Administrative Law (SBDP) and Leadership for Lawyers (GVLaw). He has been a Member of the Brazilian Institute of Energy Law Studies (Instituto Brasileiro de Estudos do Direito da Energia — IBDE) since 2013 and permanent member of the Energy Commission of the Brazilian Bar Association, São Paulo Chapter (Comissão de Energia da Ordem dos Advogados do Brasil da Seccional de São Paulo — OAB/SP) since 2012.

Pedro was a visiting professor of several courses related to power industry at the Instituto Brasileiro de Estudos do Direito da Energia (IBDE), Escola Nacional da Magistratura, Preparatory Courses for arbitrators in the power industry in partnership with CAMARB (Business Arbitration Chamber), and he has given several lectures on the industry. He started his career in the electric power industry in 2002 at Elektro Distribuidora de Energia. Over the past eight years, he has worked at the Electric Power Trading Chamber (Câmara de Comercialização de Energia Elétrica — CCEE), where, for the past three years, he held the position of Regulatory Legal Manager.

  • 2013 to present: Member of the Brazilian Institute of Energy Law Studies (Instituto Brasileiro de Estudos do Direito da Energia — IBDE).
  • 2012 to present: Permanent Member of Comissão de Energia da Ordem dos Advogados do Brasil da Seccional de São Paulo (OAB/SP).

Highlights

  • 2017: He helped a provider from the Energy Market to receive a new regulatory business regarding sector fund CDE (Energy Development Account), as well as in court disputes discussing the legality of the Costs, in the amount of 2 billion.
  • 2015: He helped this Energy Market provider create and implement a mechanism to monitor the Electricity Market.
  • 2015: He helped an Energy Market provider with an arbitration involving a dispute between a generator from a leilão estruturante (auction for purchase of power from projects indicated by the Energy Policy National Council — CNPE and approved by the President) and one of the biggest electricity consumers in Brazil; and the Institution's thesis on the mandatory enforcement of a regulatory rule of the Brazilian Electricity Regulatory Agency (Agência Nacional de Energia Elétrica — ANEEL) was the winner.
  • 2015: He advised an Energy Market provider with complex judicial litigations and arbitration proceedings, for instance, the greatest judicialization, over the history of the power industry, in view of the hydrologic crisis, in the amount of BRL 6 billion.
  • 2014:  He advised CCEE in structuring and implementing the ACR-Account, an emblematic loan in the power industry involving the company, private and public banks, and Distributors, in amounts of around 60 billion.
  • 2013: He helped with the regulatory structuring and preparation of the proposal for implementation of the Procedure in force for Termination of Agents from the Brazilian Electricity Market.
  • 2012: He helped at the regulatory structuring and preparation of the draft on the resolution to implement the methodology in force for Financial Guarantees in the Brazilian Electricity Market.
  • 2008: He advised Elektro Eletricidade e Serviços S/A with complex litigations involving the company's liability for regulatory activities, such as the universalization of energy and discussions on avoiding the suspension of energy supply on account of defaults by consumers of its concession area.
