1st Public Bid for Natural Gas Transportation 
 
The National Agency of Petroleum, Natural Gas and Biofuels - ANP released to public consultation the drafts of concession agreement and tender protocol of the 1st Public Bid for Natural Gas Transportation, which aims the contracting of the construction, operation and maintenance, under concession regime, of the Gas Transport Pipeline that will connect the Natural Gas Processing Units of the Rio de Janeiro Petrochemical Complex (COMPERJ) to Cabiúnas-REDUC Pipeline - Gasduc III. 
 
Interested parties have until February 4 to send their comments and suggestions to the drafts concession agreements and tender protocol. The public hearing will be held on February 24, 2015. 
 
According to the schedule in the draft tender protocol, interested companies have until April 10 to sign up to the bidding round, which will take place on June 16, 2015. In addition, the signing of the concession contract is scheduled for second semester of 2015.
 
The drafts concession agreement and tender protocol of the 1st Public Bid for Natural Gas Transportation are available at the website http://www.brasil-rounds.gov.br.
 
 
 
Resolution ANP No. 01/2015 - Regulates the access to public technical data and information on the Brazilian sedimentary basins and the granting of authorization for the reprocessing and interpretation of technical data. 
 
The National Agency of Petroleum, Natural Gas and Biofuels - ANP, through the Resolution ANP No. 1 as of January 14th, 2015, reviewed existing rules and introduced new procedures for granting of authorizations for the reprocessing and interpretation of technical data and access to public information and technical data on the Brazilian sedimentary basins that constitute ANP's collection. 
 
Aiming at foster data acquisition and, consequently, to expand the knowledge on the Brazilian sedimentary basins, the Resolution has broadened the access to ANP’s public data and information by creating a new category of user: the casual user. Any interested person or legal entity can have access to ANP’s public data and the information by making a formal request to the ANP, in accordance with the procedures prescribed therein. It should be noted that only the casual users that are proven to have real interest in the data and information sought can have access to them. 
 
Recognizing the importance of encouraging the acquisition of data by academic institutions, the diffusion of knowledge, human resources development and creation of new processes and technologies, ANP has implemented new rules on the free access to public data and information by universities and research institutions, as well as agencies or entities of the public administration, provided such data and information are used only for academic or research purposes, being forbidden the use of such data or information for commercial purposes.
 
The Resolution also regulates the granting of prior authorization by ANP for the activities of data reprocessing and interpretation for commercial purposes. It is worth to mention that Resolution exempted the concessionaires and contractors under the production sharing regime from prior authorization from ANP for the reprocessing and interpretation of data, within the limits of the concession, production sharing or onerous assignment area.
