Partner of Demarest’s Infrastructure and Project Finance area, André Luiz Freire is a postdoctoral fellow in Democracy and Human Rights at the University of Coimbra (Portugal), holds a PhD and Master’s degree in Administrative Law from PUC-SP as well as a Doctor of Juridical Sciences (J.S.D) and Master of Laws (LL.M.) in Philosophy of Law from the University of Virginia (USA). He specializes in concessions, Expression of Interest processes (PMIs), tenders, administrative processes, sector studies and legal opinions. He concentrates his practice in the infrastructure sector, with clients ranging from construction companies, infrastructure investment funds and concessionaires of public construction and services, transportation, logistics, base industries and investment funds. Currently, André is Coordinator of PUC-SP’s Legal Encyclopedia and professor of the Department of General Theory of Law at the Faculty of Law of the same institution.

Advised the EcoRodovias Group in the bidding promoted by ARTESP for the Rodoanel–Trecho Norte concession, the BR-135 concession carried out by the State of Minas Gerais and in the bidding for the Southern Integration Highway, carried out by ANTT.
Advised Azul Linhas Aéreas on the formation of a partnership with the state-owned Brazilian Post and Telegraph Company (“Correios”).
Advised Vale in the process of early extension of its Carajás Railroad and Vitória-Minas Railroad concession contracts.
Represented Via Quatro in the contractual rebalancing process of CCR Group’s Via 4, relating to Line 4 of the São Paulo Subway.
Advised Ecoporto (EcoRodovias Group) in the process of early extension and financial-economic rebalancing.
Represents Azul in administrative proceedings before ANAC, COMAER and the Ministry of Tourism.
Defended the legality of the Fonte Nova Public-Private Partnership (PPP) contract before the Audit Court of the State of Bahia.
