Partner of the Demarest’s Infrastructure area, André Luiz Freire is a PhD in Democracy and Human Rights by the University of Coimbra (Portugal), Master and PhD in Administrative Law by PUC-SP, Master and PhD in Philosophy of Law by the University of Virginia (USA). Is a specialist in concessions, Interest Manifestation Procedures (PMIs), biddings, administrative procedures, sectorial studies and legal opinions. Has wide expertise in the infrastructure sector, with strong actuation before construction companies, infrastructure investment funds and concessionaries of public construction and services, transports, logistics, industry and base of investments funds. He is currently the coordinator of the PUC-SP’s Legal Encyclopedia and professor from the Department of General Theory of Law of the Law School of such institution.

Experience

Assisted Vale in the anticipated prorogation of its agreements in the railway concession of Railroad Carajás and of Railroad Vitória-Minas.

Represented Via Quatro in a contractual rebalance procedure of Via 4, from Grupo CCR, related to Line 4 of São Paulo Subway.

Assisted Ecoporto (EcoRodovias Group) in an anticipated prorogation and financial-economic rebalance procedure.

Represents Azul in administrative procedures before ANAC, COMAER and the Tourism Ministry.
Acted in the defense of the legality of the Public-Private Partnership (PPP) of Fonte Nova before the Court of Auditors of the State of Bahia.
