International Trade Among the Priority Goals for the First 100 Days of Government

The so-called “100-Day Agenda” (“Agenda dos 100 Dias”, in Portuguese), a document of the Brazilian federal government that lists priority actions for ministries in the first 100 days of President Jair Bolsonaro’s administration, was released on Wednesday 23, 2019, by the Chief of Staff Onyx Lorenzoni. Among the 35 proposed actions, two are directly linked to international trade.

The first action, proposed by the Ministry of Economy and in accordance with the president’s approach as presented in his address to the major world economies, proposes an intensification of the process of international economic integration, with measures such as trade facilitation, regulatory convergence, negotiation of trade agreements and reform of the national tariff structure. Such measures would reduce, according to the agenda, the costs of inputs acquisition, capital goods and IT goods.

The other action pertaining to international trade refers to a topic that has been under discussion even before Jair Bolsonaro’s inauguration: Mercosur. In this proposed action, the Ministry of Foreign Affairs intends to, as a priority measure, reduce Mercosur tariffs in accordance with with the promotion of the foreign agenda, improving the instruments favorable to the production sector, promoting exports, reducing the price of inputs for the domestic industry as well as for products and services for Brazilian citizens. It is worth bearing in mind that this topic was discussed with Argentine President Mauricio Macri last week (January 16).

The proposed actions are in line with the president’s address in Davos: “We will seek to integrate Brazil into the world also through an active defense of the WTO reform, in order to eliminate unfair trade practices and ensure legal security of international trade”.
