Partner in Demarest's Public and Regulatory Law practice area, Henrique Reis holds an LL.M. degree in Business Law from Getúlio Vargas Foundation (FGV), a specialist degree in Finance from Instituto Brasileiro de Mercado de Capitais (IBMEC) and a bachelor's degree in Law from Universidade Federal de Viçosa (UFV). He concentrates his practice in strategic projects for large business groups in the electricity sector before ANEEL, the MME and other entities in the sector. Henrique provides specific legal advice regarding energy generation (PCHs, UTEs, UFVs, EOLs) during authorization and technical qualification processes for regulated auctions and generation projects. He has coordinated several energy generation, distribution and transmission due diligences. His main clients include Brazilian and international companies involved in complex regulatory and contractual issues, generation and transmission auctions, M&A transactions in the electricity sector and strategies concerning actions and representation before regulatory bodies. Henrique is also a professor in short and in-company courses for professionals in the electricity sector at Head Energia. He has been recognized by leading legal publications such as The Legal 500, Leaders League and Chambers & Partners.

  • Advised a major global player in photovoltaic solar generation before the Brazilian National Electricity Regulatory Agency (“ANEEL”) regarding an amnesty application (“forgiveness day”).
  • Advised clients as purchasing parties on several M&As for distributed generation and complex transactions to protect the client from contractual and regulatory standpoints.
  • Advised two major groups in the electricity sector on strategic decision-making concerning their portfolio of wind and centralized solar projects under development (new rules for changing technical characteristics of projects and for access and connection to the grid and requirements for participating in auctions).
  • Represented a Spanish group before ANEEL in an appeal against the termination of an concession process for solar photovoltaic plants.
  • Advises several natural gas and biofuel thermoelectric projects on the registration and technical qualification phases of the 2025 LRCAP and the 2025 Isolated Systems Auction.
